Since 2014, Tajikistan has been reforming its forest sector, with decentralization and repartition of institutional functions key elements of the reform. The Agency of Forestry is responsible for policy making, an independent forest inspection, subordinated to Agency, is responsible for control, while the Local State Forest Enterprises (LSFEs) and rural population are responsible for forest management. However, implementation of this reform is at an early stage and LSFEs and the local population need external support to effectively engage in sustainable management of forests. In order to support the reform process, a professional forest sector advisory service is needed. The GIZ commissioned UNIQUE to support the organizational development of a forest sector consulting service provider and a respective business plan.
- Consultations of interested forest sector specialists and entrepreneurs.
- Advise on the most suitable institutional set-up for the forest sector service provider.
- Train interested forest sector specialists on consulting service provision.
- Support development of a detailed business plan.
