In 2015, Germany, Norway, Sweden and Switzerland launched the Transformative Carbon Asset Facility (TCAF) in cooperation with the World Band. The Facility is a new generation of results-based climate finance to support policy driven mitigation actions at scale. UNIQUE was commissioned to assess the feasibility of developing a TCAF crediting program based on the Punjab Agriculture and Rural Transformation project in Pakistan supported by the World Bank’s Program-for-Results (P4R). UNIQUE identified options to optimize the design of a business model and crediting scheme for the TCAF program. UNIQUE’s analysis assessed the greenhouse gas (GHG) mitigation potential of various agricultural practices. Further, it looked at the enabling policy environment for agricultural GHG mitigation.
- Identifying policy drivers for enabling GHG mitigation in the agriculture sector.
- Conducting a deep dive into agriculture practices, assessing GHG mitigation potential and policy drivers.
- Categorizing policy interventions which will lead to change in behavior/practices.
- Building a causal chain of policy interventions and anticipated change leading to emission reduction outcomes.
