The German Federal Ministry for Economic Cooperation and Development (BMZ) is planning to implement the new project ”Sustainable Management of Forests – Promotion of Forest Certification in Vietnam”. This comes as part of its financial cooperation through the KfW. KfW has a long history of successful financial cooperation projects supporting Vietnam’s forestry sector. The project goal was to promote sustainable forest management and forest certification to increase the emission reduction contributions of the forest sector, thus contributing to Vietnam’s climate mitigation targets and nationally determined contributions (NDCs). Unique was tasked with a pre-feasibility study to explore the implications of new regulations for development cooperation loans (Official Development Assistance – ODA – loans) of the Government of Vietnam.
- Legal review and analysis of relevant regulations and policy changes for financial development cooperation
- Development of an updated cost estimate for loan and grant funding
- Assessment of the provincial implementation modalities
- Identification of implementation options for ODA loans and grants regarding the legal situation and interest
