Tajikistan’s forest sector reform process is the most advanced in Central Asia, especially with regards to the institutional arrangements for forest management. Decentralization and repartition of functions between the Forestry Agency, forest inspection, Local State Forest Enterprises (LSFEs) and rural population are key elements of the reform process. However, implementation of this reform is still at a very early stage and lacks technical and human capacity. To support the reform process, “Tajikles -Service”, a private consulting service for the forestry sector, has been established in May 2015 by a group of national forest experts. The consulting company is not yet fully operational and UNIQUE was contracted to support its organizational development.
- Support the development of the business and financial planning.
- Support the definition and structuring of service packages offered by Tajikles-Service.
- Support standardized administrative, project acquisition and management procedures.
- Development of standard templates for accounting, contracting, project management etc.
- Advice on quality control and quality assurance standards for services.
